Well about three months ago a giant weapon was unleashed upon the world and it ended. Everyone was frozen by the god tree and he remade the world.

A giant digimon called Chaosmon. It's gone now.

Brave and valiant digimon and their Tamers fought back the beast and destroyed it! Though it was only after it killed thousands of digimon and absorbed them and an entire Island.

How...troubling. And I'm right in assuming that there is recovery efforts already planned?

From my understand, yes. They're trying to place those left homeless. Though it's taking quite a bit of work.
