No you can't. He's more like a car with a biped mode than a Robot Master.

But he is also based on being fast, like you are.

But he's no where near as fast. Being somewhat fast and staying still might be possible, but getting my speed and being able to stay still is not.

And I believe it is possible and that Wily just can't build robots properly.
