Having sufficient forces is indeed important if you wish to maintain peace.

Peace is not necessarily the best state for a land to be in, however.

It is when the alternative is letting the selfish and corrupt run roughshod over the weak.

Peace can also exist where the people are oppressed. But then, a conqueror who descends upon such a land will find the people grateful for their loss of peace.

What kind of peace do these lands enjoy?

Stability. Safety. At least, when threats are addressed.

The Dark Area... is one example of a place like what you just described. And it is far from peaceful.

They're digimon who believe themselves to be oppressed because of their species. Because of that, they've been waging war, and turned their continent into a wasteland... acceptance is a noble goal, but the way they've gone about it...

But they are only part of the digital world; not indicative of the whole.

Wars of extermination are common throughout history, unfortunately. Conflicts between cultures can sometimes reach a stage beyond mere warfare. Differences between cultures are, of course, to be expected, however with enough effort any two cultures may find common ground.

Unfortunately, their leaders often refuse to try.
